China Tax Data at Mid-2026: What Foreign Founders Should Know
A practical briefing for foreign founders on China's mid-2026 tax and economic data: foreign-invested taxpayer growth, export tax rebates, nationwide tax services, cross-province migration, compliance expectations and unified enforcement.
Why This Briefing Matters for Foreign Founders
China's State Council Information Office held a press conference on 28 July 2026 on tax reform and development during the 15th Five-Year Plan period. The officials present were Hu Jinglin, Administrator of the State Taxation Administration (STA), together with Deputy Administrator Wang Daoshu, spokesperson and chief economist Rong Hailou, and chief auditor Wang Shiyu. The discussion covered the first half of 2026 and the direction of tax administration for the coming five years.
For foreign founders registering or running a company in China, the numbers below are useful context: they indicate where activity is growing, how foreign-invested entities are faring, and what compliance standards the tax authorities are emphasising.
Foreign-Invested Businesses: Growth and Export Support
The STA reported that the number of foreign-invested tax-registered business entities rose 10.9% year on year in the first half of 2026. Declared total profits by foreign-invested enterprises grew 4.5% over the same period.
Export tax rebates handled by tax authorities increased 7.7% year on year. The STA presented these figures as evidence that foreign investment attraction and export trade remain resilient.
- Foreign-invested taxpayer numbers: up 10.9% year on year (January–June 2026).
- Declared profits of foreign-invested enterprises: up 4.5%.
- Export tax rebates processed: up 7.7%.
In practice, companies that export from China should ensure their rebate documentation and export records are complete, given the continued volume of rebate processing.
Overall Tax Revenue and Business Activity
Tax and fee collections reached RMB 16.7 trillion in the first half of 2026. Tax revenue alone exceeded RMB 10 trillion, up 4.9% year on year. This figure excludes import VAT, consumption tax and tariffs collected on behalf of customs, and ship tonnage tax, and is stated before deducting export rebates. The STA attributed the increase to stable economic performance, a recovering producer price index, and strong momentum in certain emerging and key industries. Social insurance fee revenue was RMB 4.5 trillion, and non-tax revenue was RMB 1.8 trillion.
The number of active business entities that had handled tax matters and were operating normally grew 20.2% year on year, and the number of entities filing taxable returns rose 10%.
By sector, sales revenue of high-tech industries rose 15% and that of core digital economy industries rose 8.7%. Their shares of total enterprise sales revenue increased by 1.7 and 1.1 percentage points respectively. Profits of high-tech manufacturing enterprises grew 29.2%, and those of digital product services enterprises grew 64.4%.
Cross-Province Operations Are Becoming Simpler
The STA has been pushing to remove barriers to a unified national market. It reported that 833 local tax documents or agreement clauses linked to irregular investment incentives were repealed or amended, following similar work in the two previous years.
Nearly 160,000 enterprises that had registered outside their actual place of operation — in some cases to obtain irregular awards or subsidies — moved back to where they actually operate. Their tax payments in the first half of 2026 were up 16% year on year after the move.
Nationwide handling of tax and fee matters processed 1.04 million cross-regional transactions in January–June, up 59% year on year. Some 24,000 taxpayers completed cross-province relocations. Inter-provincial trade accounted for 41.3% of total sales revenue, 0.6 percentage points higher than a year earlier.
For founders weighing where to set up or expand, cross-province tax procedures are becoming faster. The STA said average processing time for cross-regional tax matters was cut by 5 to 10 days, with same-day completion where conditions are met. Cross-province electronic tax payments exceeded RMB 130 billion, up 39%.
Compliance Standards Are Rising
The STA emphasised lawful and fair tax administration as a core part of the business environment. In June 2026, 98.5% of corporate taxpayers filed their returns independently within the filing period, 4.5 percentage points higher than at the start of the year.
The 2026 tax payment credit evaluation counted more than 47 million creditworthy business entities, up 8.6% year on year. Grade A taxpayers reached 7.88 million, with their share up nearly 7 percentage points.
Authorities also published positive and negative lists on invoicing compliance: 16 items setting a standard for compliant invoicing and 28 items marking red lines for non-compliant invoicing. Founders should treat invoicing discipline as a basic control, not an administrative afterthought.
On policy uniformity, the STA said it worked with the Ministry of Finance to standardise more than 80 VAT preferential policies alongside implementation of the VAT Law. It also issued positive and negative lists for high-risk preferential policies to ensure benefits reach compliant entities. Eight local governments operating regional tax incentives were asked to define substantive operating standards, backed by joint verification, to prevent tax-base diversion through so-called policy lowlands.
On enforcement, a draft 2026 version of the tax administrative penalty discretion benchmark was released for public comment, intended to apply uniformly nationwide, together with a list of minor violations not subject to penalties. The aim is consistent treatment across regions while protecting the legitimate rights of business entities.
Social Security and Individual Income Tax Points
Tax relief under livelihood policies covering pensions, healthcare, education and employment rose 11.8% year on year in the first half of 2026. The number of individuals declaring wages and salaries for individual income tax rose 3.5%, including 4.5% growth at private enterprises.
Some 126 million people claimed special additional deductions for pensions, healthcare and education, up 5.9%, with tax reductions exceeding RMB 320 billion, up 8.2%. A pilot occupational injury protection scheme for new forms of employment was expanded nationwide from 1 July 2026, covering 29.1 million people cumulatively.
Employers should keep payroll, social insurance and individual income tax withholding records aligned, particularly where headcount or working arrangements change.
Looking Ahead
The STA said that during the 15th Five-Year Plan it will continue law-based tax administration, data-driven administration and strict internal governance. It will implement a foundation-strengthening programme for tax and fee collection amid digital transformation, strengthen compliance management, keep the macro tax burden at a reasonable level, and seek clear improvement in taxpayer compliance.
For foreign founders, the practical takeaways are straightforward: keep invoicing and filing disciplined, monitor credit rating, use nationwide cross-regional services when expanding, and confirm eligibility before relying on any preferential policy.
